Tax Policy Centre
The main spheres of activity are as follows:
- conducting basic and applied research in the following areas determined by the Russian Federation Ministry of Finance which are of top priority for improvement of the Russian Federation taxation system: theory and practice of taxation, establishment of the legal framework for regulation of tax relations, improvement of the effective mechanism of taxation on legal and natural persons, the financial sector of the economy, taxation of external economic activity, tax administration, elimination of the international double taxation, tax planning and forecasting, the mechanism of providing and assessing the efficiency of tax incentives. The priority sphere of the Centre research development is to develop a systematic research-based approach to the international tax policy of the Russian Federation.
- Providing the Government of the Russian Federation, the Russian Federation Ministry of Finance and other federal authorities with expert and methodological support in developing a tax strategy, updating and adjusting the Russian Federation tax policy, bringing taxation practices in correspondence with those in countries – partners of the Russian Federation in the international activity, doing current analytical research in implementation of the tax policy, cooperation on tax issues in the framework of international organizations.
- Setting the scientific and methodological framework to develop the areas of professional training in tax and taxation for research institutions, the Russian Federation state financial and tax authorities, consulting companies, tax departments of auditing companies, other commercial and non-profit organizations.
